Belval, a former industrial site, was nothing more than derelict land in 1997. This served as the impetus for the State of Luxembourg to join forces with ArcelorMittal to form AGORA – a development company tasked with building a new urban quarter here, starting in 2000.
The Agora development company is a private limited company and limited partnership under Luxembourg law (s à r l et Cie.). The founders – the state of Luxembourg and ArcelorMittal – each hold 50 percent of the company’s shares.
At AGORA, we are convinced that the key to successful urban development is collaboration and ongoing dialogue.
Our unique governance structure, made up of representatives of the Luxembourg state, the ArcelorMittal group and the municipalities on whose territory we work, reflects this conviction.
This synergy enables us to move forward rapidly, because every decision is taken in consultation and with respect for the interests of all stakeholders.
Thanks to this inclusive approach we are able to transform brownfield sites into harmonious urban neighbourhoods, while meeting the expectations of our partners and the citizens.
Because at AGORA, we believe that the urban planning of the future is built hand in hand, for the well-being of all and the enhancement of our Luxembourg heritage.
Agora is managed by a board of directors that consists of four representatives each from the state of Luxembourg and ArcelorMittal, and two representatives from ProSud, an association of 11 communities in the southern Luxembourg region.
The daily management activities are undertaken by a management committee that is chaired by the General Manager.
