AGORA is developing the neighbourhood of the future. Metzeschmelz, a brownfield site between Esch-sur-Alzette and Schifflange, is going to be fully redeveloped into a unique urban quarter in Luxembourg. The project revolves around a new approach with regard to mobility and energy efficiency.
The neighbourhood will be equipped with everything future residents would expect: sport activities, local shops, leisure facilities, nurseries, primary schools and secondary schools, as well as excellent connections to the different public transport networks. Metzeschmelz will be designed to minimise people’s reliance on cars. A number of ‘mobility hubs’ are planned throughout the neighbourhood, intended to make each zone as car-free as possible.
The neighbourhood is also designed around the concept of a connected, circular economy to support the responsible use of resources. This includes the use of solar energy, recovery of waste water, and the design of public spaces as urban forests, to name but a few.
What’s more, parts of the former steelworks will be retained to lend the neighbourhood unique industrial charm. Nowhere else will have such an exciting contrast between the past and future!
At AGORA, we are aware of the challenges that land development presents. However, we are also convinced that the solutions to these challenges will be found by involving as wide a range of stakeholders as possible in the project. Together, we can dream up new ways of defining spaces, new types of housing and new forms of mobility that will shape the lifestyles of the future.
The Metzeschmelz project was driven by this desire to involve all stakeholders in shaping the quarter of the future. We’re ready to experiment, put things to the test and create new lifestyles together. All stakeholders and groups of future residents are involved in the design process. We have chosen a participative approach with the aim enabling everyone to feel at home in the neighbourhood.
To support our goal of creating a simple, sustainable, and diverse districts, we are running urban design workshops for citizens and hosting public meetings with experts, local authorities, administrative bodies and state representatives

The birth and development of the Metzeschmelz quarter represents a unique opportunity for the town of Esch and its inhabitants.
The main thing is that participatory processes enable citizens to be motivated to actively follow policy decisions that affect them.
The Metzeschmelz quarter gives us an ideal opportunity to create a new planning culture, to test, experiment and build these new ways of living together.
The mobility concept that we are going to develop with our architects and urban planners for this site is going to focus on public transport and active mobility.
It was important for us to involve all users and stakeholders in the planning and development of the new Metzeschmelz quarter.
