The Agora development company is a private limited company and limited partnership under Luxembourg law (s à r l et Cie.). The founders – the state of Luxembourg and ArcelorMittal – each hold 50 percent of the company’s shares.

The Agora development company was founded in 2000 for the purpose of revitalising former steel industry production sites in the south of Luxembourg, including the approx. 120 hectare of Belval.
However, the public private partnership consisting of the Luxembourg state and the ArcelorMittal steel group (formerly Arbed) has long become one of the industry's leading companies.
Our clients are communities and private investors. We offer every service on every aspect of location development, from analysis and planning to civil engineering and development to location marketing. As a package, from a single source or as a one-off service. We have already received several awards for the quality of our services, including the Gold Label of the German Sustainable Building Council, and the Property Developer’s Prize of the Luxemburg Association of Engineers and Architects.

Company management
Agora is managed by a board of directors that consists of four representatives each from the state of Luxembourg and ArcelorMittal, and two representatives from ProSud, an association of 11 communities in the southern Luxembourg region.
The daily management activities are undertaken by a management committee that is chaired by the General Manager.
